Here is the official Cal-Hi Sports State Team of the Year list for girls volleyball with Archbishop Mitty of San Jose added on for 2017 and going back to 1972. While the Monarchs lead the state with 14 CIF state titles, they still have some catching up to do to be State Team of the Year as many times as Mira Costa of Manhattan Beach.

The good news when there is an Open Division of the CIF state championships in any sport is that it takes out any debate about which team should be considered State Team of the Year.
That wasn’t the case prior to 2016, however, when there were choices that had to be made. That’s one reason why Mira Costa of Manhattan Beach still has the most State Team of the Year honors even though Archbishop Mitty of San Jose now has three in a row and six No. 1 finishes in the last 10 years. Mira Costa also was chosen No. 1 for two early seasons before the CIF even started doing state championships 40 years ago.
For Mitty to tie the Mustangs for the most No. 1 state rankings, the program still has three more to go.

Here is what I know about rankings and the State playoffs:
The state wide volleyball rankings where REGIONAL and not state wide. My team was Mendocino Hight School and entered the regional playoffs in 1978. There were three Northcoast Regional divisions in 1978: Divis1on 1 (Small /Mendocino) Division 2 (Middle / ?)(Division 3 / Large ?). In 1979 Clayton Valley won the Regional and in 1980 Mendocino won the Regional and when on to play in the 10 team state playoffs at Domingue Hills College. There where 9 Regional winners and one at-Large space: two five team pool play. The second place team in each pool then crossed over and played the third team in the pool. The result was the outright winner of each pool played the winner of the pool playoff. That was Mariner High School vs. Mira Costa and Piedmont High School of San Jose vs. Mendocino High School. Mariner won the title and Mendocino and Piedmont was second.

In 1980, there is a CIF state girls volleyball champion listed for D1 and it is Fremont of Sunnyvale. Remember it well because the coach was John Dunning, who later won NCAA titles at UOP and Stanford. The CIFSS was not in it and my uncle picked Mira Costa as State Team of the Year. Teams from the CIFSS got into CIF state volleyball playoffs a couple of years later. Have no idea about Mariner High School. We’ve never had a school by that name in California.
